1999 Chevy Lumina trans will not shift

The trans is in gear and can not be shifted with the shift lever.
the cable is not broken.
I can not shift the trans lever by hand with the cable removed.

You could have a damaged manual shift valve in the valve body. You will need to remove the trans side cover to see what's going on.
