1999 Chevy Lumina EGR

The EGR light will not go out, and the engine runs a little rough. I also have some white smoke out the tail pipe. I replaced the EGR valve but this did not help. The light still stays on. I pulled the new valve off and found it full of water. How would water get into the new EGR valve and what is the problem with my car? I cant get it inspected because I cant get the check engine light to stay off. It will not pass emissions test.

That could be a problem with a head gasket if it had water in it.Might also explain why it runs rough. Have the cooling system chemical tested for exhaust gasses.
