1999 Chevy Lumina Engine Size unknown Front Wheel Drive Automatic 70000 miles

My daughter's car has a problem where the brake lights blow when the car is put into reverse.
It does this even when the fuses are new.

Can you give me some idea what it might be and how expensive that will be to fix?

check wiring and check bulbs

They've done those things and they still blow out.
Any idea what else it might be?

Check neutral safety switch
check wiring and check bulbs
check bulb sockets and panel
