1998 Chevy Lumina Locating turning indicator fuse

My Lumina has a problem with the turning indicator when I try to signal to go left. The flasher arrow ticks fast and sometimes the light (signal) does not flash. Other times it is fine. ? with other cars i have had it meant the flasher or fuse was bad. I cannot find the owners manual and am not sure where the box is and which fuse is the right one. HELP HELP !!!

on this vehicle , the flasher fuse should be located under the dash , clipped to the steering column, it should be silver and round . look really good because for some reason chevy wanted to play hide and seek with it
