1998 Chevy Lumina blown starter relay fuse sometimes when s

just recently when i try to start the car, it will sometimes blow the starter relay fuse and won't start. I have changed the starter, both safety neutral switches (one on steering column and other on transmission), and what I think was the starter relay switch under the hood. I also looked for shorts, but had no luck. I have been through over 100 fuses throughout this process. I find that it will start more frequently if the car hasn't been running for a while, though I'm not sure this has anything to do with the problem, maybe just a coincidence. Any ideas what else it might be, I would greatly appreciate it.

From the wiring schematics, the fuse is specifically for the starter relay and if it is not due to shorting between fuse, PNP switch and starter relay, the most likely culprit would be the relay itself.

Have you tested the starter relay?

I believe I changed the starter relay. I got what I was told a starter relay from o'reilly's for about $10 and I believe it was under the hood on the passengers side. If I'm wrong, help would again be appreciated. Thanks.

No, that should not be the starter relay. Actually after rechecking through wiring, only a theft deterrent relay is employed and it is located under right side dash, passenger side, above the glove box.

I do not have any diagrams to show you the relay location.
