1997 Chevy Lumina Left rear is making a nosie

My left rear tire is making nosie. I already had a mechanic listen to it today. He thinks it might be the emergency brake. He can't before sure, until he takes the drum off. The sound it make is like, the sound a bike makes when we put playing cards in the spokes. Any idea and how much it might cost, and is this an easy fix?

jack up vehicle take off tire and try to turn the drum.

if it turns hard its a issue with the brakes and it will need a tear down to see whats going on, could be a piece snapped off or bent.

or cable rubbing.

check for play in the rear end. coudl be a bad bearing.
