1997 Chevy Lumina Car has a bad low idle

I had an intake gasket leak. Repaired it, put everything back together. Had everything tagged and numbered so I'm sure everything is right.

The car runs great on side roads and highway, but when I come to a stop at the very lowest idle, it surges but if you barely put your foot on the gas it goes away. Car runs smooth like it always did. I don't know why this surge happens. It doesn't stall but feels like it might.

I did rub my finger against the butterfly in the throttle body, maybe I pushed some gunk into the body and plate and it's not getting enough flow at the seal?

Have you checked the vacuum system. I have had this kind of problem but found a loose vacuum hose was the culprit. Check carefully. You could miss something.
