1996 Chevy Lumina No power steering when idle

About a week ago my car got stuck in the snow and when I finally got it out my steering had tightened up. As soon as I step on the gas it loosens up and I regain my power steering. So whenever I stop giving it gas I loose my power steering. I replaced the belt and checked the tension and it seemed fine. I also added power steering fluid and none of those fixed the problem. What do you suggest the problem might be?

move on to replacing the pump or you can try to remove the pump and replace the valve and spring on the high side of the pump
