You should be able to replace them without removing the tank. Do one at a time, and support the tank so it doesn't move when you remove the strap.

Let me know if you have other questions. Also, spray down the retaining bolts with a penetrating oil several times before trying to remove them. Chances are they are rusted and you don't want them to break.
