1994 Chevy Lumina Erratic Idle

When my RPM's are between 0 and 1, it bounces back and forth between 0 and 1 and most times the engine cuts off. It restarts fine everytime, but requires me to step on the gas a bit to get it going. It runs okwhen I am going 1 RPM or greater, but lowers close to 0 at idle and feels like its "chugging" as if the fuel is being pumped one pump at time. Not sure if it is the Idle Air Control Valve possibly (would cleaning the needle with carburator cleaner help?)

Clean out the idle air control valve/test the TPS/MAP sensors and do a fuel pressure test
