Electrical problem

When I start slowing down (like at a Red light) my SERVICE ENGINE SOON light comes on. The light will not go back off unless I pull over and shut the engine off. Once I restart the car, the light will stay off untill I start slowing down again, then the light will come right back on. The speed that the light comes back on is always when the engine drops below 50mph. I have tried to speed back up again, when I can, above 50mph but the light will not go off unless I pull over and shut the engine off and then restart the engine.
