i am new in washington and my windshield wipers were working fine until winter came after a couple days i finally realized my blades were freezing to the car after thawing it out and seeing if it would work it wont, and now it acts like it wants to work but just doesnt what do i do

Hi:
Either the wiper arms stripped or the motor burned up. When you have them on, watch where the arm attaches to the shaft near the cowl. Are the shafts turning normally but the arms arn't? Also, can you hear the motor running?
