Windshield wiper motor replacement?

My Impala's windshield wipers when I turn them off do not stay down, they stay straight up. I have been told that I need a new motor. I was told this by the dealership. This will cost me a good 250.00. Is there anything else that can be done instead of replacing the whole thing just because of that????

This is most always the motor itself is failing. Basically the way to confirm this is to check for voltage at the motor and make sure it remains at 12 volts when it is on high. Then if it doesn't move like this again then we need to replace the motor.

I then included the wiring diagram to be able to check the voltage at the motor.
