There is a slapping noise happening when I start my car (almost sounds like a bent fan blade). When I shut the car off and restart the noise (in most situations) stops. A friend suggested that it may be my water pump. Do you agree that it's my water pump? Can I fix this myself? Do you have step by step instructions on how to fix?

I wouldn't jump into a pump unless it is the source. USe a stethescope to narrow down the noise. You can use a wooden dowl or long screwdriver for this as well. Place your ear to one end, while the other is touching a questionable component. The noise becomes more evident to narrow down. One component I would be thinking of is the serpentine belt tensioner as it may be getting sticky.

Have someone else start it while you look and listen.
