Lean condition on the trottle , backfire in manifolds. Rookie move replaced fuel pump , pump relay .Fuel pump fuse good but no power to fuse when key is on .ALL fuses are good in block and pump fuse but no power .Have fuel gage but no fuel pump?

Better info this time. Put power to the fuse and see if the car gets fuel. If it does, and it will run, check your connections and wiring to and from the fuel pump relay.
