REMOVED HEADLIGHT SWITH WHEN i put it checked to make sure the vacume system was woking the lights whet up and down soI completed putting the switch in dash and now they just stay up

If they won't go down after they worked fine before, you still have a vacume leak. Since you only rplaced the switch in the dash board, you may have accidently dislodged a vacume line at the vacume switch under the steering wheel. Or you may have inadvertanly pulled the switch down which by-passes the vacume system to keep the headlight doors open.
