chevy hard to start with less than a half tank of gas

Chevy 93 4.3 V6 Pickup The guy I bought it from says it starts easily with a full tank , (I have not experienced this yet as I just bought it since I have not driven it home yet I can not confirm this as I have not had a chance to put gas in it). The guy I bought it from also says he put in a new fuel pump and pump relay. As it sits now with a quarter tank, Its like trying to start a car that has very little fuel pressure when its below a half tank, but once it starts you can drive it with a surging feeling and it will stay running and surging. What should I do to fix it ? Or where should I start? Some of those used a"pulse dampener" between the fuel pump and the sender assembly.When the dampener goes bad it will bypass pressure right back into the tank causing hard start and other driveability issues.The only way to tell if you have one is to drop the tank(or slide the bed back) to see.If there is anything besides a piece of rubber hose (fuel injection hose, not reg fuel line) then replace it with FI hose and it should take care of it

The only way to tell if I have a Pulse damper is to change the fuel line ? I dont understand. What happened to if the pulse damper went bad -- I mean if it went bad would nt we want to do something about that part ? Not just the fuel line ? Please explain so I can understand. I just don't get it. Thx in advance mikeinsarasota

Not the line, the dampener is in the gas tank on top of the fuel pump, it is used to connect the pump to the hard line inside the tank. It contains adiaphram, so when it goes bad it dumps fuel pressure causing hard starting.The fix is to remove the dampener and replace it with Fuel Injection hose
