where does the flasher go on a chevy celebrity

my car is a chevy celebrity the year is 1983 and mileage is 2191485. I can't get the signal lights to work and I think that the flasher needs to be put in. Because i can't find one under the drivers dashboard where else would it go.

Turn Signal: Under Instrument Panel On Column Support

Hazard Warning: In Convenience Center On Right Hand Side
Of Glove Compartment

The hazard flasher is located in the convenience center, under the dash, on the left side kick panel. The turn signal flasher is installed in a clamp attached to the base of the steering column support inside the car. In all cases, replacement is made by unplugging the old unit and plugging in a new one.
