Whining/ringing noise coming from engine bay

Cavalier, 2000, 96,524 miles, 2.2L OHV engine

my problem is there is a ringing noise coming from my car when idling, or when i release the gas pedal. i thought it was my tensioner going bad, so i replaced that the other day. it worked for a minute or two, but the noise has returned. it is only while in drive, or neutral. i have not noticed it in park.

i would greatly appreciate a diagnosis on this problem.

Is youre car an auto or manual transmission?. Hows the condition of youre drive belt?. I am thinking of the noises you are hearing are from the fuel running through the fuel rail system, My car has been doing it for a bit, No performance troubles with it. Just anoning sound, Its common with 2.2L gm motors. I unless its causing preformance issues, I fix it, If not I wouldnt worry about it.
