Moisture in Oil Fill Cap

Hi, I have a 2003 Chevy Cavalier, recently purchased used. I noticed after getting it home, the Oil File cap looked milky colored. The dealer I bought it from(Lincoln Mercury) did the engine oil flush and fill. I just took it for an oil change(Chevy dealer). The tech said the oil cap was milky inside, so evidently there is moisture getting in the crankcase. When he drained the oil he said it looked fine, I looked at it also. It did not apear to be milky at all. The coolant level is good, and have not had to add any.We purchased the car some 3000 miles ago.. The tech said it could be a the seal of the oil fill cap or maybe the o-rings on the dipstick. I have purchased and installed the new fill cap with its new o-ring. And have ordered the 2 o-rings for dipstick.
What else might it be. The tech seems to think it is not the head gasket, and under car is dry ever were. As I stated have added any coolant period. Were could it be coming in at?

Change the PCV valve-could be condensation caused by a short drive on and off not enough to burn.
