Hi How can I change broken rear exterior door handle of 2001 Cavalier? Should I take a panel off to access to the handle? Or Can I remove the old one and put a new one in from outside?

Hello and thanks for the donation! You will have to remove the inner door trim panel to access the bolts holding the exterior handle on. Removal steps are below for your vehicle's door trim.
