2000 Chevy Cavalier Rack and Pinion?

I have a 2000 chevy cavalier. When I apply the brakes while driving, I get a vibration in the front end. After removing the front tires, I don't believe it's the rotors or the brake pads. However, on the passenger side, I removed the tie rod end and I can move the rod connected to the rack and pinion. It has a bit of play in there. About 1/8th of an inch. The driver's side is solid. Is my rack and pinion gone?

No that's the inner tie rod, and there is a special tool to remove and install a new one, some parts store loan out the tool for a returnable fee...
