1998 Chevy Cavalier Automatic shifter slides, gear won't ch

I was in my girlfriend's car, we went up a steep hill in a parking garage, parked, and when she put it in park the car rolled forward into a cement parking block, the car obviously wasn't in 'park' The shifter knob was in the "park' location, but the light up indicator on the dash still said drive....with her foot on the break we tried to put it in other gears. the shifter can move back and forth normally but the indicator could only move down (from park, reverse, neutral, drive, 3, 2, 1) so it is currently stuck at 1, we then turned off the car and removed the key, put it back in and the car will no longer start (i'm assuming because it is not in the usual "park" position needed to turn the car on.) My best guess would be some sort of shifter linkage or cable is broken or not engaging like it should.......any idea what it could be and possible ballpark cost to have a shop repair/replace) THANKS SO MUCH!

could be park/nuetrel safty swith or loose linkage
