Engine Cooling problem

My cooling fan only works when my A/C is on. The temperature gauge works fine, but the fan does not come on if the temperature gets on the high side (without the A/C on), which occurs if I am in "Stop and go" traffic. I know that there is a temperature sensor that mounts on the the engine. Is thiis the same sensor that feeds the temeprature gauge on the dashboard ? If it is, then what else could be causing my cooling fan not to come on based on enginer temperature ?
