1996 Chevy Cavalier Tail Lights and DRL not working

I can not get my 96 Cavalier tail lights or DRL to work. Headlights, high-beams, turn signals, and brake lights all work, and I checked all fuses. Since the rear turn signal and brake lights work, I know I have a solid connection to the back, so what could it be?

Do you test for voltage at the exterior lamp fuse? Access the wire harness under the dash, where the wires go into the steering column. Orange wire carries voltage, hot all the time, to the headlamp switch for the tail lamps. The brown wire carries voltage from the headlamp switch to tail lamps.

Be careful not to set off the airbag.
