1990 Chevy Cavalier speedo not working in cold weather

Hey Guys, my speedometer doesn't work till I drive a few miles, then it kicks in, I thought maybe a speed sensor problem ?

It's either the speed sensor or the gauge in the IP. I would bet on the sensor.
