1994 Chevy Caprice

My car chuggs and surges when I start to go from a complete stop. Like a red light. When I go to accelerate it will chugg and surge for a couple of seconds then be okay til the next time I have to stop. I have had my car in the shop twice and they couldn't find the problem. They cleaned the fuel injection and replaced the plugs and wires. Their diagnostic test showed nothing. I think it might be the Mass Air Flow sensor. But would like a second opinion.
