1993 Chevy Caprice Turns over but won't start.

My car turns over when I cranck the engine. But it won't start.
I also noticed 1 of the relays on the passenger side near the firewall makes a buzzing sound when the key is in the on position.

This problem could be fuel or spark issue-Do below to find out what's missing then report back and identify that relay that's buzzing.
