1989 Chevy Caprice Caprice loses speed and torque on hills.

I have a black '89 Chevy Caprice 9c1. Was a lender car that I bought from my mechanic. If I start out at the bottom of the hill in overdrive, then I make it just fine. However, if I start out in 1st, 2nd, or 3rd, I lose speed & the rpm revs really high. I have to manually shift into 3rd or even 2nd gear depending on the incline to give me enough power.

I'm thinking it might be the Throttle cable, Torque converter or Torque converter clutch solenoid. Very important that I fix it, very hard on my engine. Any help is appreciated.

Check the exhaust system for restriction if okay -check and test the throttle position and manifold absolute pressure sensors if all okay -Get the mechanic to perform a stall test to identify if the one way clutch is slipping and the transmission is slipping due to the following a low fluid level, restricted fluid filter, a sticking pressure regulator valve, slipping clutches, bands, shaft splines. Also you could have him do a pressure tests on it-
