What would be the cause for the brake lights to still not work after we have replaced the bulbs and the fuse and the brake light switch?

Two things
1. An open in the stop lamp circuit
2. A faulty turn signal switch.
If the fuse did not blow again and power is not indicated in the rear I would look for it in the steering column and brake switch before replacing the turn signal switch. The wires run through it.
