2001 Chevy Camaro Whining/ Siren Noise when I turn

When I turn I'm hearing a siren type of noise coming from the front of my car thats not too noticeable at first but gets progressively louder as I keep driving. Originally I took it in and they replaced the tire rod ends on both sides which didn't help at all. Next they thought it was because my muffler was disconnected, so that was welded together and the rear end was lubricated just in case that had to do with it. The noise is still there and now i'm frustrated. There is a leak from my rack and pinion and they are suggesting that I get it replaced, but I need an opinion of what it could be??

Does the noise only happen when you turn (moving or stopped)? Is the PS fluid full? Is the belt tight?
