2001 Chevy Camaro New fuel pump, No fuel pressure

I just installed a new AC Delco fuel pump on my Camaro, when i turn the key to the on position I can hear the fuel pump fire up, but the car will not crank. I took the fule line going into the fuel filter off and turned the key on, and no gas comes out absolutely no pressure. I can hear the pump whining in the tank, I just can't for the life of me figure out why its not pumping gas
