1999 Chevy Camaro lights flutter

hello, i just have a quick question for you. i have a 99 chevy camaro, and when the car is at idle or driving all the interior and outside lights will flutter/pulsate. i have no idea what could be the problem. thanks for your time

i had the same problem with my lumina, your alternator may be going bad and the battery is being drained.
