Engine Mechanical problem
1994 Chevy Camaro 6 cyl Two Wheel Drive Automatic 210k miles

My 94 camaro wont start. Seems starved for fuel. Used fuel injector cleaner before when this happened and it started, but didnt run good for 2 weeks. Still was hesitant. Then wouldnt start at all. Pulled off fuel filter, replaced. Gas in filter was NASTY. No gas getting to filter now at all, so there is lack of pressure or blockage or something else??? Checked voltage to the pump, LOW @ 9 volts. Should be 12 volts right? Then I reconditioned battery, still low to the fuel pump. Tested the relay by jumping it and still nothing to the pump. HELP!?
