1990 Chevy Camaro high idle/loping engine

Hello. I have a 305 throttle body intake sitting on a 350 short block. My idle is relatively high (1500 - 2000rpm) upon starting. After a short time, it idles down to around 1000 - 1500rpm. When shifting, the engine drops off between gears momentarily, only to bounce back to a lope between 500 - 1500rpm or stalls (rarely), if I don't let out the clutch. If I continue to roll out of gear, the lope will continue until I come to a near complete stop, of which the engine will hit a brief high idle (1500 - 1700rpm), only to idle down to around 1000 - 1500rpm again, but sometimes hitting the "normal" 700rpm as I've been told it should run around. I have a brand new OEM ECM and the PCM (chip) is programmed for a 305 block, as well as all the sensors. The engine DOES have good power and acceleration, but may not be performing to its full potential due to this problem. It shows no diagnostic error messages and I'm at a loss. Any ideas/suggestions?

You have 350 cubic inches being fed by a 305 tb intake???
Your computer is programmed for a 305???
