1989 Chevy Camaro spark plugs and misfire

My 1989 Camaro misfires when i drive it so i checked the spark plugs and on two of the spark plugs i could see sparks coming out of the spark plugs. Does anyone know why it is doing that?

Is this while the plug wire on that cylinder is removed or wire connected and its sparking if so you have a bad wire-
