1989 Chevy Camaro 2.8L camaro problems PLEASE HELP!!!

I've got a 2.8L camaro and I've replaced the coil, distributor, fuel filter, throttle positioning sensor, and plugs/wires..

The problem is that i can barely get the RMPs above 1500 it takes a lot of reving off and on. once i get it to about 4k Rpm you can hold it there and it'll hold steady. In the process of reving it up it will also backfire quite a bit. It idles high and and unsteady... HELP

Has the check engine light come on? Have you checked the crank sensor? Have you checked the EGR? Vacuum leaks?
