The car runs fine sometimes but the other times it lacks in power. It will not go over 45 mph, and it will not go over 25 mph up hill.

Had problems with the cat converters in those falling apart. Sounds like the pieces are moving around in there. Try lightly hitting it with a soft hammer to see if it rattles
