Regardless, based on your description, it sounds like you ABS is turning on. If the ABS light is not on, then there is a chance it is just dirt that is causing the problem. At each wheel, there is a sensor (magnet) and a stator. When the wheel turns, a low current is produced. If a tire skids, the current stops, tells the computer there is a lock up, and the system regulates pressure to that wheel to prevent it from skidding. If there is dirt, grease... that is covering the stator, the voltage is lost and the computer does its job, prevent the tire from skidding. As a result, you get an odd feeling from the brake pedal.
You can check them yourself. They are located right behind the backing rotor / plate at the end of the axle. If you have someone change your oil, ask them to check for you and also have them check the wiring to the sensor to make sure there is no damage.
