2000 Chevy Blazer Brake and rotor life expectancy

I had my front brakes and rotors replaced on my truck approximately 40k miles ago and the rear brakes and rotors replaced less than 13k miles ago. The mechanic who did the rear 2 years ago tells me that the brakes need to be replaced all the way around. I haven't heard any squeaking or grinding in the front indicating wear but the rears brakes are definitely spent. Shouldn't the fronts have worn out first since they are the major stopping power and they had many more miles on them, and shouldn't the rears have lasted a lot longer than 13k miles?

are they rusted beyond repair. thats the big question. no they shouldnt need to be replace unless they cant be machined
