1999 Chevy Blazer Speedometer sticky

My speedometer acts as if it is sticky on my 99 s-10 blazer. at highway speeds, it will not follow my speed but appear to get stuck on on speed and then if my speed changes enough (up or down), it will jump to that speed. When it is stuck, I can get it to go to the correct speed if I tap on the instrument cluster lens. What is the origin of this problem? I've heard of bad stepper motors on some GM instrument clusters but was told my year truck did not use those.

check for faulty wiring to the instrument cluster. also inspect the circuit board on the rear of the cluster. if both are OK then suspect faulty instrument cluster
