1999 Chevy Blazer horn problem

I changed out the horn fuse and relay and bought a new horn. It will sound with the alarm but not when I press the wheel.

no the air bag light is not on

Chances are the problem is in the steering wheel. One problem, the airbag needs to be worked around. I would recommend taking it to a shop that is familiar with working with them. Unless you feel comfortable.

I was told something similar, would you have any idea of how much that would cost and where I could go to get it fixed?

I'm not sure where you live or anyone near you. A dealer could fix it. As far as cost, chances are they should be able to remove the steering and check and repair it within 2 hours.
