1999 Chevy Blazer fuel pressure regulator

I removed the plenum and found that the fuel pressure regulator has a nipple but is not connected to anything. It is on a csefi fuel meter unit. Should the nipple be connected to anything and if so, then what? Also, when I touched the nipple, gas came out.

No, nothing should be connected to that. The entire chamber is under vacuum but there shouldn't be any fuel at that nipple so it likely is bad.
