It sounds like there is a short allowing power to reach the flasher. (are the exterior signals working while the flasher is going?)

YES THE BLINKERS ARE STILL WORKING, BUT THE SOUND WILL NOT STOP WHEN THEY ARE OFF. IT ONLY STOPS WHEN WE APPLY THE BREAKS

Lisa:
There has to be power getting to the flasher when the signal is off. I hate to say it but you're going to need to craw under the dash and check wires coming from the brake switch and the steering column. Something is allowing a power transfer. It could even be caused by a bad ground in the light socket allowing power to ground through the flasher circuit. I wish I was there to help, but... You may want to take this to an auto electric shop. Before that, check the wiring at the tail lights and under the dash. If I had to guess, I would say there is a ground problem in or near the tail lights. Make sure connections care clean and corrosion free.

Let me know what you find.
