1998 Chevy Blazer Fold down seat on drivers side won't fold

Please help the rear drivers side seat won't fold down the latch will release the seat but it will only more about a inch and then nothing will budge it further any ideas

there could be an obstruction keeping it from completly unlatching or the latch release is not working. there are four bolts that hold the seat in place. If you want to remove them then take the seat out and check for obstructuions.
