1998 Chevy Blazer acceleration

My 98 chevy blazer is having problems with acceleration. If I have to go up a hill, it will not accelerate, and the RPMs just rev up with the more gas i give it, but on the downside of the hill, it works fine. It apparently is having problems getting into the next gear, however, on flat roads it is not as bad (still noticeable) but i can feel a whip-like motion as it slips into the next gear. Also, at the same time as the acceleration issues began, i noticed that the blinker sound was constantly on (but the blinker was actually blinking, just the sound). Took it in and was told that the transmission is fine, however the problems still persist. Any thoughts?

I would have it scanned for transmission codes. May need to back pressure test the exhaust for any restrictions. Check fuel filter as well.
