1996 Chevy Blazer Four Wheel Drive will not engage into 4 h

I have a 96 blazer and the four wheel drive is engaging into 4 lo but will not engae into four hi. It won't engage into four 4low all the time but it does most of the time. It will not engage into 4 hi at all. I can hear a small click, so it seems like i am getting power to the transfer case motor, does this mean that the transfer case motor is shot?
