1995 Chevy Blazer high mount brake light

My high mount brake light stays on. I have
1. disconected brake switch
2. disconnected all three relays on firewall
the light remains on.
the only way to get the light out has been to remove the fuse.

Hi, with fuses plugged in, if you unplug the brake switch and check for voltage at white wire. If that wire is hot, possibility, faulty connector letting voltage from orange wire touch white, or the voltage is backfeed from turn/hazzard switch.
