Brakes problem

I've had my car for 2 years now. Over the last year my car brakes started messing up. I would be driving on the highway and when I would press down on the brakes they would lock up and not stop. I would have to keep trying to press on them and eventually they would stop.But, here recently I was driving and tried to stop. my car did the same thing as above but only this time after i pushed down twice it made these loud grinding sounds and my car lost control but I was able to pull over on the side of the road. I have gotten my brakes checked four times and they told me they couldn't find a problem.
