A mechanic told me that its going to cost $650 to replace the lower ball joints, pit men arm on the drivers side, upper control bushings, and steering shaft. Is this a far deal?

If he is replacing all of that, yes. The price isn't out of line. However, it is odd that all of that needs replaced at the same time. You may want a second opinion.
